Dear Sirs,
On February 27th, 2019, 1 was granted ability through Commissioners Court to medically retire
K9 Tessa as well as accept a private sector donation for a new K9.
Tessa's handler, Cprl James Tolar was able to get the finale donation complete, attend the
school with, and receive his new K9, Hunter. Cprl Tolars' first day on the street with Hunter was Friday
May 201 2019. Only a few hours into his first shift, Hunter and Cprl. Tolar detected illegal narcotics on
an individual, subsequently ending in an arrest and getting more illegal narcotics off the streets of our
county.
Now that Hunter is in full swing, I will officially retire Tessa and am requesting ownership of her
be fully handed over to Crpl Tolar to spend her retirement years with her partner. I will plan a
retirement gathering honoring Tessa in the near future.

In accordance with Section 1215 of the Disaster Recovery Reform Act of 2018 Federal
Emergency Management Agency (FEMA) has established the Public Assistance Management
Costs Interim Policy, (Interim Policy).
This document is for Recipients and Subrecipients in events declared between August 1, 2017
and October 4, 2018.
These Recipients and Subrecipients may select whether or not to utilize the Interim Policy. Each
of these Recipients and Subrecipients should either use this document or submit a letter through
the Recipient to notify FEMA which policy they select to use no later than March 15, 2019.
Recipients or Subrecipients that do not select an option will continue receiving DAC according
to the option that was being applied prior to November 14, 2018.

Governor Abbott, in partnership with Texas House and Senate leaders, authorized state
emergency appropriation funding to assist cities and counties with up to ten percent of
their non-federal local cost share associated with debris removal under FEMA's Public
Assistance disaster grant program. Jurisdictions listed on the presidential disaster
declaration for Hurricane Harvey (DR -4332) are eligible for this state funding to assist with
federally approved projects for debris removal.
The Texas Division of Emergency Management (TDEM) has record of your Category A
Debris Removal project. The state emergency appropriation funds made available from
the state's Solid Waste Disposal Fees Account have been awarded a to cover your local
cost share on your Category A Debris Removal project. The funding for this appropriation
is limited, therefore TDEM needs to receive all cost documentation to support your project
by June 1, 2019. Once project costs have been validated, a completed PA Project
Completion and Certification Report will be required for you to receive the local cost share.
Your Public Assistance Support Affiliate will contact you soon to discuss the status of your
project cost validation and work with you on obtaining the required documents needed to
meet this deadline.

CONTRACT FOR GRANT PREPARATION SERVICES
This Contract is entered into by and between Calhoun County, Texas (County) and Smartt
Grants of Austin, Texas (Consultant) to seek grant funding for park improvements at Boggy
Bayou Nature Park, located in Calhoun County.
1. SCOPE OF SERVICES
(a) Consultant agrees to provide all necessary grant preparation services to the County in
order to submit a grant pre -application and a complete final grant application to the
Texas General Land Office (GLO) under its Coastal Management Program.
(b) Consultant will submit the online pre -application to the GLO on or before June 12, 2019
and the online final grant application on or before October 2, 2019.
(c) The County agrees to provide Consultant with any requested information and backup
documentation to support the grant applications.
2. PERIOD OF PERFORMANCE: This Contract is effective May 28, 2019 and shall
remain in effect until October 9, 2019.
3. COMPENSATION: For and in consideration of services rendered, County agrees to
pay Consultant ONE THOUSAND FIVE HUNDRED DOLLARS ($1,500.00).
4. MISCELLANEOUS PROVISIONS
(a) This Contract shall be construed under and in accord with the laws of the State of
Texas.
(b) No modification of this Contract shall be effective unless it is in writing and signed by
both parties.
