PUBUC HEARING ON THE MATTER OF AMENDING THE 2005 CALHOUN COUNTY
BUDGETS:
Judge Pfeifer opened the Public Hearing regarding the matter of amending the 2005 Calhoun
County Budgets at 10:02 a.m. Cindy Mueller, Assistant County Auditor read the Budget
Amendments, there were no public comments, Judge Pfeifer closed the public hearing at 10:12
a.m.
AMEND THE 2005 CALHOUN COUNTY BUDGETS:
A Motion was made by Commissioner Finster and seconded by Commissioner Fritsch to approve
amending the 2005 Calhoun County Budgets. Commissioners Galvan, Balajka, Fritsch, Finster
and Judge Pfeifer all voted in favor.

required by the Subdivision Regulations for Calhoun County and that upon those conditions being
met that the County Judge and County Commissioner of Precinct #4 be authorized to sign the

General Information
General Conditions and Instructions to Proposers
1, Calhoun County IS requesting proposals for employee group medical, life,
AD&D, and dental insurance. The County is seeking both fully insured
and self-funded proposals for the medical and dental coverage. Currently
the County has a fully insured medical and dental plan through Blue Cross
and Blue Shield of Texas through the Texas Association of
Counties(T AC).
2. Where applicable, all companies submitting proposals must be licensed by
the State of Texas and be permitted to contract with the State or any of its
subdivisions. All insurance carriers must be rated A- or better by AM Best
Company. Proposers who fall under the guidelines of the Interlocal
Cooperation Act, Chapter 791, Title 7, Government Code, will be
acceptable.
3. Proposals must be clearly explained and identified. All costs, including
optional programs, must be clearly stated and summarized. Exceptions to
or deviations from the specifications must be explicitly identified.
Proposals must be prepared in triplicate and submitted, by 2:00 p.m.,
August 8, 2005, to Judge Mike Pfeifer, Calhoun County Judge, 1300
Virginia, Port Lavaca TX 77979.
4. TPNCarriers should submit proposals through a selected agent/agency.
Submitting proposals through multiple agents/agencies will be disqualified.
5. Proposals are anticipated to provide a 12 month rate guarantee. .
6. Public Sector employers are not allowed, under current state law, to
execute a document containing a Hold Harmless/lndemnification Clause

7. Calhoun County reserves the right to accept or reject all or any part of the
proposals, waive minor technicalities, and award the proposal to best
serve its interest. Calhoun County also reserves the right to waive or
dispense with any of the formalities contained herein.
8. All communications should be addressed to Commissioner Roger Galvan,
by fax (361-553-8734) or e-mail: ccpct1@cableone.net. Any
communication or solicitation for information regarding this proposal with
non-assigned personnel or members of the commissioners court during
bid process is prohibited.
Failure to comply with the requirements or the procedures set forth herein,
or to satisfy the coverage and servicing criteria as set forth in the
specifications, may result in disqualification. It is not intended that
exceptions to the specifications will, in and of themselves, result in
disqualification.
9. All fully insured proposals should be based on duplication of the existing
plan of benefits. Alternate proposals also will be considered, provided the
alternatives are clearly explained. All deviations from the specifications
must be clearly identified and explained. Self-funded medical and dental
plans should follow the "Self-funded Benefits Grid" in Section 4 of this
RFP.
10.AII materials necessary to effectively communicate and administer the
program shall be prepared and printed by the proposer at the proposer's
own expense. These materials include, but are not limited to, master plan
document, summary plan descriptions, schedule of benefits, claim forms,
identification cards, check stock, and explanation of benefits.
11. Enrollment meetings will be scheduled prior to the effective date of the
contract. The proposer will be responsible for presenting the new plan and
enrolling employees at the various office locations of Calhoun County
during the month of September.

12. Please complete the appropriate enclosed proposal forms which include a
Questionnaire. Rate Pages, Felony Conviction Notice, and Declaration of
Compliance, An authorized official of the carrierITPA must sign all
proposal forms submitted. FAILURE TO COMPLETE PROPOSAL
FORMS WILL RESULT IN PROPOSAL BEING DISQUALIFIED.
13. Calhoun County accepts no financial responsibility for any costs incurred
by any proposer in the course of respDnding to these specifications.
14. Self-funded proposals should be on a 12/12 and a 12/15 basis.
15. The Proposal for term life and Accidental Death and Dismemberment will
be for $10,000 of coverage.
16. Due to HIPAA privacy rules, TAC will only provide specific information on
large claims. such as diagnosis information, directly, via sealed envelope,
to specified underwriters at interested carriers. Carriers who desire this
information must provide the name of the company, underwriter, and
mailing address to Calhoun County. The county will forward the requests
toTAC.
Plan Administration
1. Calhoun County's Responsibility:

and orientation materials, and other appropriate communication materials
deemed necessary by Calhoun County.

contributions collected, log reports, large claim reports, utilization reports
and other reports requested by the county.

ISSUES RELATING TO THE NEW JAIL CONSTRUCTION PROJECT:
e
Mark Crippen reported to the Court that there were no new delays to date and that the
contractor reported at the meeting on June 220' that they are looking at mid December as the
actual completion date. All of the walls are up, electrical work is being done, chiller work is being
done and the final finish is being done on the outside walls. Commissioner Balajka asked the
Commissioners if they would go by and look at the outside walls to see what the final finish is
going to look like. Judge Pfeifer would like to know what date we are looking at for moving in.
He has been asked by Tim Smith, Jail Administrator due to the fact Tim is trying to coordinate
hiring and training new jailers. Mark said by August we should know more about a move in date.
Commissioner Balajka stated that he feels by December the Jail will be opened. Commissioner
Balajka also stated that the water softener that was going to be installed in the jail has been
taken out of the plans and this will be a savings of $20,000.
ISSUES RELATING TO THE CALHOUN COUNTY COURTHOUSE RENOVATIONS
PROJECT:
Mark reported to the Court regarding the issues relating to the Calhoun County Courthouse
Renovations Project he said that he was very please with the work that was done by A&A
Constructors they were easy to work with and they completed right on time and on budget. The
holding cells are in and they were accepted yesterday and the Jail Commission will be here on
Friday for final review, Mark feels that the relocation and move was a complete success,
ACCOUNTS ALLOWED - COUNTY:
Claims totaling $1,232,573.21 were presented by the County Treasurer and after reading and
verifying same a Motion was made by Commissioner Galvan and seconded by Commissioner
Pfeifer that said claims be approved for payment. Commissioners Galvan, Balajka, Fritsch,
Finster and Judge Pfeifer all voted in favor.
ACCOUNTS ALLOWED - HOSPITAL:

Claims totaling $1,454,815.75 were presented by the County Treasurer and after reading and
verifying same a Motion was made by Commissioner Galvan and seconded by Commissioner
Pfeifer that said claims be approved for payment. Commissioners Galvan, Balajka, Fritsch,
Finster and Judge Pfeifer all voted in favor.
ACCOUNTS ALLOWED - INDIGENT HEALTHCARE:
Claims totaling $184,357.73 were presented by the County Treasurer and after reading and
verifying same a Motion was made by Commissioner Galvan and seconded by Commissioner
Balajka that said claims be approved for payment. Commissioners Galvan, Balajka, Fritsch,
Finster and Judge Pfeifer all voted in favor.
ACCEPT THE FOLLOWING DONATIONS TO CALHOUN COUNTY:
A Motion was made by Commissioner Pfeifer and seconded by Commissioner Galvan to accept
the following donations to Calhoun County 40 each, new HON, stacking sled/meeting room
chairs, 2 each, used 6' round folding event/conference tables, 6 each, used 6' long x 2' wide
folding tables, 3 each, used 2 shelf Meridian bookcases, 30" wide by 18" deep, 2 each, used 2
drawer Meridian lateral files 36" wide by 28" deep. Commissioners Galvan, Balajka, Fritsch,
Finster and Judge Pfeifer all voted in favor.

GENERAL DISCUSSION:
Judge Pfeifer wanted to thank Charlene for getting the word out to the public about the move
from the Courthouse to the Memorial Medical Plaza and to Commissioner Galvan for the signs
that were put up in front of the Courthouse about the move.

The Court recessed until 12 noon for lunch with the Calhoun County Extension Service to hear
Yearly Reports.
COMMISSIONERS' COURT WILL ADJOURN AND WILL RECONVENE AT THE BAUER
BUILDING AT THE CALHOUN COUNTY FAIRGROUNDS FOR "LUNCH WITH
EXTENSION". AT THAT TIME THE COUNTY EXTENSION AGENT WILL PRESENT TO THE
COURT A REPORT OF EXTENSION PROGRAMS CONDUCTED IN CALHOUN COUNTY
DURING THE LAST TWELVE MONTHS:
The Extension Service prepared lunch for the Commissioners and after the luncheon Zan
Matthies, Jr. CEA - AG/NR thanked the Court on behalf of all the staff. Stephen Biles, Extension
Agent IPM, Omar Gonzaies, 4-H & Youth Coordinator, Alexis Trott, FCS Agent, and Bill Harvey,
Marine Extension Agent gave reports of the Extension Programs that were conducted in Calhoun
County during the last twelve months.
Court was adjourned at 1:20 p.m.
