Special April 2014 Meeting THE STATE OF TEXAS § COUNTY OF CALHOUN § Held April 15, 2014 BE IT REMEMBERED, that on this 15th day of April, A.D., 2014 there was begun and holden in the Commissioners' Courtroom in the County Courthouse in the City of Port Lavaca, said County and State, at 10:00 A.M., a special meeting of the Commissioners' Court within said County and State, and there were present on this date the following members of the Court, to -wit: Michael Pfeifer County Judge Roger C. Finster Commissioner, Precinct #4 Desiree Garza Deputy Clerk Thereupon the following proceedings were had: 9:00 AM, TEXAS ASSOCIATION OF COUNTIES CONSULTANTS WILL PRESENT INFORMATION REGARDING HEALTH CARE REFORM AND HOW TO CONTROL BENEFITS COSTS WITH HIGH IMPACT WELLNESS STRATEGIES. TAKE ANY ACTION DEEMED NECESSARY: Charlotte Collings and Mark Zollitsch, both of Texas Association of Counties did a presentation regarding health care reform and proposed several ways to control benefit costs with high impact wellness strategies. They came to conclusion that they each will have $99,219.00 to spend for their projects. They decided they need to bring their prioritized road list to the next meeting. I oleo BREAK FOR LUNCH 1:30 PM, MEET JOINTLY WITH MEMBERS OF THE CITY OF PORT LAVACA CITY COUNCIL TO DISCUSS COUNTY ROAD 101. TAKE ANY ACTION DEEMED NECESSARY: Bob Turner greeted everyone and thanked Judge Pfiefer and the court for the offer that has been made. He continued to thank everyone and informed that they are willing to do anything possible to help make this project successful. Ben Galvan introduced the product GEOGRID type 1 and 2 and gave a small explanation on how it preforms. He stated it reduces cracks, water penetration and pot holes. Judge Pfiefer asked Ben what is going to be done with the road that's there now? Mr. Galvan said they can grind it and stockpile it and use it wherever it's needed. He then explained the construction process that they have planned from beginning to end. Commissioner Lyssy asked if anything would be done with the ditches? Mr. Galvan stated no, the crown is staying where it is so the ditches will stay exactly where they are. He also explained the different options for the project to be completed in phases and what season might be best for the project to commence. Commissioner Lyssy then asked about the traffic routing and who will be in charge. Darren Gurley said they could close CR 101 from HWY 35 to the EMS station until they get that part done and traffic will enter and exit from the other side of CR 101. Once they get to the other side of CR 101, they'll work in small sections. The road won't be shut down completely because of the residency and the EMS station on the road. The commissioners and Henry Barber then discussed the detour everyone had in mind regarding the EMS station due to the emergency vehicles entry and exit. They came to conclusion that they would make something temporary from around the back of the station to exit from. Judge Pfiefer, the commissioners, Ben Galvan and Darren Gurley all discussed who would be in charge of everything on both ends, the cost of material and when the project would take effect. They all agreed for the project to begin on June 16, 2014. An interlocal agreement will be drawn up and signed between both parties very soon and they will follow up on more details at the first meeting in June. Commissioner Galvan and Commissioner Lyssy agreed to take charge of this project on the counties end. Commissioner Finster made a motion on Commssioner Galvan and Commissioner Lyssy to take charge of the County Road 101 project and Commissioner Fritsch seconded his motion.
