Special 2015 Term THE STATE OF TEXAS § COUNTY OF CALHOUN § Held April 16, 2015 BE IT REMEMBERED, that on this 16th day of April, A.D., 2015 there was begun and holden in the Commissioners' Courtroom in the County Courthouse in the City of Port Lavaca, said County and State, at 10:00 A.M., a Special Term of the Commissioners' Court within said County and State, and there were present on this date the following members of the Court, to -wit: Michael J. Pfeifer County Judge Roger C. Galvan Commissioner, Precinct #1 Neil Fritsch Commissioner, Precinct #3 Kenneth W. Finster Commissioner, Precinct #4 Anna Goodman County Clerk Josie Sampson Deputy County Clerk Commissioner Vern Lyssy was absent. Thereupon the following proceedings were had: HEAR PRESENTATION FROM G & W ENGINEERS ON BAUER EXHIBIT BUILDING AT FAIRGROUNDS: Jody Weaver of G & W Engineers addressed the Court with regard to the re -roof of the Bauer Exhibit Building at the Fairgrounds. Ms. Weaver said there are basically two separate structures that were built side by side. She stated that as to re -roofing the upper roof of the show barn, they propose using a PBR panel exposed fastener system. All of the vents will have to be replaced to get windstorm insurance because they do not know the age of the vents. The new vents will have to be approved by TDI. The upper roof is basically a re -roof with replacing the insulation below. Ms. Weaver stated there are two options, one is the PBR exposed fastener roof system and the other option is the concealed fastener system. The concealed fastener system will not leak whereas an R-Panel system could leak; however, the concealed fastener system is twice as expensive. Ms. Weaver went over the cost for the Exposed Fastener System and stated the estimated cost for the show barn is approximately $118,526.12. This includes replacing the roof, vents, insulation, downspouts and gutters. She said $5,700 has been allocated to replace the eave gutter in the event it has deteriorated. The estimated cost for the Bauer Exhibit Building is $42,863.34. This includes the R-panel roofing, replacing the wall siding, installing the new valley gutter, roof vents, insulation, new gutters and downspouts. The estimated cost for both roofs is $161,389; ten percent (10%) contingency is $16,139, for a total estimate of $177,528. Ms. Weaver stated both systems are supposed to have a twenty (20) year life, however, if you have a concealed system you are much more likely to actually get the twenty years. She stated that the concealed system is approximately twice the cost of the exposed system. Ms. Weaver said the specs are basically done and they will be tweaked per today's meeting. The auditor's office should have them in approximately a week. The tentative bid schedule follows: • May 14: Commissioners' Court authorize advertisement for bids • May 20: Advertisement #1 • May 27: Advertisement #2 • June 4: Mandatory Pre -bid Conference • June 18: Open bids in Judge's Office • June 25: Commissioner's Court award bid • June 26: Notice of Award • Week of July 6 — 10: Sign contract and Pre -Construction conference • July 13: Notice to Proceed • September 13: Construction completed She stated they are planning on a mandatory pre -bid conference on June 4, as sometimes the roofers can see something that she did not see. If necessary, this can be discussed pre -bid and if they want to bid the job, they must have a representative at the pre -bid. Any discussions that do take place at pre -bid would be backed up in writing and sent out as an addendum to the bid document. There would be a period of ten (10) days or so to get bonds and insurance in place. Ms. Weaver stated the wall panels would be pre -finished to match the existing. The roof will be 24 gauge for windstorm. TAKE NECESSARY ACTION ON BAUER EXHIBIT BUILDING AT FAIRGROUNDS: Commissioner Galvan made a motion to proceed with the re -roof of the Show Barn and Bauer Exhibit Building at the Calhoun County Fairgrounds. Commissioner Fritsch seconded the motion. Commissioners Galvan, Fritsch, Finster and Judge Pfeifer all voted in favor. PUBLIC DISCUSSION: Commissioner Fritsch stated he is looking for office space for Judge Dimak, Justice of the Peace, Precinct 3. He stated there are a couple of vacant buildings in Precinct 3 that are in town, but he would like to keep the office in Point Comfort. He has spoken with Judge Dimak and they have found a two -room portable building at Sonny's. The cost is approximately $40,000. He has asked if the building is windstorm approved, and wants documentation if it is. He has been visiting with the Point Comfort City Council and the Mayor about the possibility of a long-term lease or buying a piece of property on Jones St. by the little league park and near City Hall. He further stated they had been having lots of trouble with the Internet service, so the lines have been separated and service has improved. HEAR PRESENTATION FROM G & W ENGINEERS ON NEW EMS FACILITY: Commissioner Finster gave an update as to the site. He stated when the court decided to work on a new facility last summer they dug a lake and used that material to build up the site. The site was built up to approximately four feet all over so that it would not be in any flood area. The only thing that has not been done is they have not tied into the water system with Seaport Lakes yet. Ms. Weaver presented a conceptual floor plan and stated the finished living quarters are the exact same size as those at the Olivia Fire Station. However, the building itself is smaller and will be a pre-engineered metal building with three twenty foot wide bays and one twenty-five foot wide bay. The bays will be fifty feet deep and two will be fire station bays. Henry Barber, EMS Director, said the plan is exactly the size as the Port Alto location less two bays. He stated the station could handle a one truck crew and two trucks. There will be parking around the back and in front. The site is a five acre lot, so there is plenty of room for employee parking that will not block the bays. Ms. Weaver stated the Olivia location is 6,000 square feet and the new building will have 4,250 square feet. Commissioner Finster stated the lake is designed to be a pumping station. Ms. Weaver gave a cost estimate based on the Olivia location and added in an inflation allowance. She said she checked with K & T Construction and was told their projection for a similar sized facility was approximately $450K. Ms. Weaver said the estimate is roughly $50 per square foot. She stated the doors are based on the sectional doors like those at the Olivia location, however, Mr. Barber wants roll -up doors. These will be a little more expensive. Commissioner Finster stated there would need to be some type of standby generator added. Ms. Weaver stated this floor plan does not include any site work, so driveways, etc. are not included. She stated they would want GeoTech to do soil samples. Ms. Weaver gave an estimate for the proposed EMS station as follows: • Building and Foundation $ 127,500 Y Windstorm OH Doors 10,000 • Interior Construction 75,000 • Subtotal $ 212,500 • 15% Contingency 31,875 • Septic 7,500 • Engineering (NIC Septic or site flatwork) 20,000 • TSI soil report 1,500 • Topo survey 1,500 • ADA inspection 1,000 • Windstorm inspections 3,000 $ 278,875 The estimate does not include any driveways, site work, etc. Ms. Weaver stated the windstorm inspection fee is included as they may have to use an outside inspector. She further stated the next step is to come up with more detailed plans and specifications and a topo survey will need to be done. Mr. Barber stated there will be additional costs incurred for doors, furnishings, security system, security lights, etc. Commissioner Finster stated a 3" water line has been guaranteed and the line needs to be run. This will be at the County's expense. The dirt work will continue as the ground dries. Mr. Finster stated he and Mr. Barber need to pick out the exact location for the building Judge Pfeifer stated the Court wants G & W to do the specs, pre -bid Conference, pre -construction Conference, etc. Mr. Weaver said once they have the site plan she can firm up the cost. Commissioner Finster said he will work on the site plan, Ms. Weaver is to get the topo done and will prepare a contract. TAKE NECESSARY ACTION ON NEW EMS FACILITY: Judge Pfeifer made a motion that Commissioner Finster, Mr. Barber, and G & W Engineers proceed on the EMS station. Commissioner Galvan seconded the motion. Commissioners Galvan, Finster and Judge Pfeifer voted in favor. Commissioners Lyssy and Fritsch were absent. PUBLIC DISCUSSION OF COUNTY MATTERS: Commissioner Finster stated the bridge report from the State had been received and currently two bridges are under contract with the State. He stated that he will bring a contract to the Court to be signed. He asked if the County wants to proceed rebuilding the bridge over the Guadalupe River, as the bridge really has no traffic on it. Henry Barber stated the call volume for 2014 increased by 200 from 2013 and the 2013 numbers increased 200 from 2012. He stated crews for the new station have already been added. Minimum 24 Gauge P€3R Metal Roofing Panels Over Steel Pudins manufactured by Metal Building Components, Inc. (MRCI), L.P., a division of NCI, L.P. 14031 West Lardy Houston, Texas 77060 (281)445-8555 will be accepted for use in areas along the Texas Gulf Coast when installed in accordance with the manufacturer's installation instructions and this product evaluation. PRODUCT DESCRIPTION The PER metal roofing panel is minimum 24 gauge, 0.024" thick, coated steel. The 24 gauge panel has an actual coverage of 36". The metal roof panels have a 1 % " rib height. The panel conforms to ASTM A 653 Grade E, 50,000 psi yield point and galvanized. LIMITATIONS Roof Framing: The metal roofing panels shall be installed over open steel purlins. New Roof Framing Attachment: The roof framing shall meet or exceed the uplift requirements of the International Residential Code or International Building Code and shall be installed as required for resistance to wind loads. Design Wind Pressures: The design pressure uplift load resistance shall be as specified in Table 1. Roof Slope: The panels shall not be installed on roofs with a roof slope less than / :12. Steel Purlins: The minimum thickness of the steel and maximum spacing of the purlins shall be as specified in Table 1. Underlayment: NA. Attachment of Metal Roofing Panels to the Steel Purlins: The PBR metal roofing panels shall be secured to the steel purlins with No. % -14 x 1 Y4" long HWH Ultimate Long Life Head SD #3 by Atlas. A line of fasteners shall be located along each purlin. The fastener pattern and the spacing of the fasteners shall be as specified in Table 1. The fasteners shall be long enough to ensure a minimum penetration of 3 pitches of thread below the steel purlin. Panel Side Laps: The panels are stitched together with minimum % "-14 x Y," Lap Tek screws with a sealing washer. The fasteners shall be spaced at 12 inches on center along the length of the side lap. Trims, Closures, and Accessories: Components, such as the eave trim, rake trim, ridge trim, hip trim, and valley trim shall be installed as required by the manufacturer. Note: The manufacturer's installation instructions shall be available on the job site during the installation. All fasteners shall be corrosion resistant as specified in the International Residential Code (IRC), the International Building Code (IBC), and the Texas Revisions.
