2003-01-30 e e e SPECIAL JANUARY TERM HELD JANUARY 30, 2003 THE STATE OF TEXAS li li COUNTY OF CALHOUN li BE IT REMEMBERED, that on this the 30th day of January, A.D., 2003 there was begun and holden at the Courthouse in the City of Port Lavaca, said County and State, at 10:00 A.M., a Special Term of the Commissioners' Court, within said County and State, and there were present on this date the following members of the Court, to-wit: Michael Pfeifer Roger C. Galvan Michael J. Balajka H. Floyd Kenneth W. Finster Shirley Foester County Judge Commissioner,Pct.l Commissioner,Pct.2 Commissioner,Pct.3 Commissioner,Pct.4 Deputy County Clerk Thereupon the following proceedings were had: Commissioner Galvan gave the Invocation and Commissioner Finster led the Pledge of Allegiance. COUNTY EMPLOYEE JOB AND SALARY STI!PY REPORT BY RAY ASSOCIATES. INC. Kathryn Ray of Ray Associates, Inc. gave a presentation regarding the study to develop position description and salary range for each Calhoun County full time position. Ms. Ray said Ray Associates, Inc. were asked to develop job descriptions and do a survey of benefits and salary comparing Calhoun County's jobs with similiar jobs in the market and to implement the new classification and pay plan. She detailed a review of all county jobs with comparisons and listed other markets used, including EMS employers surveyed. She said all Calhoun County employees completed the survey questionaires which were sent to the department heads and then given to Ray Associates for review. The final job descriptions were then sent back to the department heads for approval or changes. The final approved job descriptions are contained in the Personnel Management System notebook and on the CD which was sent to the County. Scoring by Ray Associates, Inc. was done on the following factors: (1) knowledge, skills and abilities, (2) education and training, (3) independence and judgment, (4) initiative and ingenuity, (5) financial responsibilitr, (6) level and frequency of outside contacts, (7) phys~cial responsibilities, (8) responsibility for equipment and property, and (9) working conditions. These were surveyed for "benchmark" jobs for comparisons and analysis. She displayed an example of a job for a Deputy Sheriff with comparisons and explained how to attain the average salary on the chart and defined the "median minimum salary" term. Data from the survey was used and then each pay recommendation was made based on jOb content, not the person. Both actual salary data and salary range data were used to set pay for each benchmark job; thus internal equity and market comparatives were made. She showed the pay schedule; Calhoun County did not give any pay raises as they were waiting for the study results. There is a 5% difference between job grades with 15% above and 15% below the midpoint level ~n each job grade. i She discussed with the Court being paid bi-weekly, bi-monthly and semi-monthly. Hourly rate is shown separately. She gave the the project overview to the final job placements and pay schedule. She stated Calhoun County employees' actual salaries are about 3% above market entry level salaries for the jobs in the survey; Calhoun County's actual salaries were lowest for only three job titles. The only market adjustments made were on forty-four of the County's 140 full time employees to place employees at entry level in the appropriate pay group on the new pay schedule. Ms. Ray stated Calhoun County heads the market in health insurance covera$e; pays slightly higher in retirement benefits and tra11s the market in life insurance coverage. Retiree insurance is not provided by Calhoun County. Calhoun County trails the market in the carry-over vacation time policy. Calhoun County is above maximium accrual 384 hours of sick leave. Longevity pay is not offered by the County. She made the followin~ recommendations for adoption by the Court regarding jOb t1tles, jOb descriptions and placement: (1) recommendation for raise assignment for all full time non-elected positions that provides for a separate certification and license differential. e (2) adoption of pay schedule that includes a 2 1/2% cost of living adjustment to the schedule. (3) consider some separtion of individual employees' salaries within the pay ranges and if adopted now, at the beginning of the next fiscal year, in the ranges; spread people out a little for the best performing, etc. (4) changing current benefits mix as indicated in the report, a funds permit, including possible cafeteria plan establishment. e (5) ado~t the procedures prepared in the notebook on how to admin1ster the classification pay plan. (6) consider establishment of a county-wide employee performance evaluation system including supervisor and employees training with documentation. (7) continue to make regular annual adjustments to pay schedule to stay competative in the market place. (8) conduct market surveys at least every three years. (9) consider Ray Associates' recommendation for revision of the personnel handbook. (10) systematically review departmental automation and other equipment needs (Calhoun County has less departmental automation for a county its size.) (11) the cost to implement these recommendations is $82,046 to bring all employees to the recommended range minimum and put them in the right pay range at least to the minimum salary for those 44 employees that require adjustments. - (12) the cost of ~roposed differential cost for licensed and EMS employees 1S $22,900. (13) the total proposed annual transition (salary only) is $104,966. . e After the presentation by Ms. Ray, Judge Pfeifer asked for questions. There were none. 2 e e tit A Motion was made by Commissioner Floyd and seconded by Commissioner Galvan to adopt the salary structure anddjob position description as presented by Ray Associates, Inc. In discussion, Commissioner Finster asked if this was adopted today, if a job position becomes open, does the vacancy have to be filled with a like position. Ms. Ray said it does unless a new job title is created, but not if putting someone into a job that already exists. Commissioner Finster asked her to define the conditions that have to be met before filling a position and asked who would determine this. Ms. Ray replied that it would be the elected officials' judgment. These job descriptions are only a guideline; "or any equivolent of knowledge and ability" would be satisified. This is to make it easier for the employers and employees to understand. Commissioner Floyd stated there may be requirements listed in the job description that our employees do not have. In this performance based salary administration, there must be uniformity. He asked Ms. Ray to be prepared to speak to the Court regarding this and the cost of same. If this is not done, some other way of placing and paying employees must be determined. Performance review was discussed. County Auditor Ben Comiskey said this would bring all employees to the minimum salary and bring each department's salaries up to the middle range and then the department head would determine which employees get the high and low salaries. Commissioner Floyd said one department previously had all employees at the top end which was not good. An increase limit will be 5%; a move from bottom to top will take six years. Ms. Ray said their cost for a presentation to the Court, employees, and department heads would be $1215 plus expenses. The cost for an evaluation system including all of the documents is estimated at not more than $15,000 plus expenses. Ms. Ray will give handouts to the department heads. Commissioner Floyd stated roughly the amount spent on the survey is within about a few thousand dollars of what was budgeted at $50,000. A Motion was made by Commissioner Floyd and seconded by Commissioner Galvan that Commissioner Floyd be authorized to negotiate a contract with Ray Associates, Inc. for presentation of the contract to the Court on February 13, 2003 for approval.
