A Motion was made by Judge Pfeifer and seconded by Commissioner Balajka to award Teiecom
Installation Services with the bid of $50,828,00 for Phone Equipment for Calhoun County
Courthouse Renovation Project Induding Memorial Medical Plaza. Commissioners Balajka,
Fritsch, Finster and Judge Pfeifer all voted in favor.

In January 2005, TIS opened its Southwest Office in Portland, TX. To keep our pricing at a minimum, TIS
opened its South~est office with minimal staffing. Our Southwest Sales Engineer. Wayne Page operates out of
Portland, TX.. Wayne is a certified Nortel Networks technician with may years experience in both field and
component repair. Wayne currently holds 2 Nortel Networks certifications _ Certified Design Specialist
(NNCDS), and Qualified Sales Professional (QSP). We bring in other TIS staff on an as-needed basis for
upgrades/installations, etc. TIS also has a working agreement with a retired Norte! Certified technician in
Rockport, TX. We utilize this technician during especially busy periods, and for weekendlholiday coverage. We
plan to add an additional full-time, certified technician to our local staff in May 2005, TIS has a stellar record of
perfonnance that is respected and trusted industry.wide. Weare now extending our record of excellence to South
Texas.

3. Configuration:
3.A. System ExpansionlUpgrade
Note: Most, ifnot all of the desired capacity and functionality can be accomplished by simply adding circuit cards
to the existing system and reconfiguring the existing software. The existing system software has more than
enough capacity to support the desired upgrade. However, since TIS was not permitted access to the installed
system software, we cannot .verify the existing functionality level. Therefore it is possible, although not likely.
that the existing software may have to be upgraded to support some of the desired functionality of this RFP. An
inventory of installed software will be required to determine if the existing software is sufficient to support the
provisions of this RFP. If software upgrade is necessary, the items described in section 3.B must be added to the
quote.

Note: The M2250 Attendant Console terminal has been Manufacture Discontinued (MD) effective
11/04/2004. This is due to supplier discontinuance of the microprocessor component used in this product.
The M2250 is still orderable, until stock is depleted,
The M2250 has been part of the Meridian I portfolio for over 15 years. As such, many of its critical
components are no longer industry standard and are reaching obsolescence. Overthe years. redesign
efforts have been implemented to incorporate alternate parts as required. However, the situation has
finally reached a critical level with several components being supplier discontinued and no suitable
substitutes available. Interest is increasingly being expressed in PC-based solutions for attendant
operations, rather than hard console terminals. Therefore, development of a new model of standalone
console is not being considered at this time. .

Note: The existing installed Meridian Mail system will support all requirements ofRFP, except Voice Menu, and
Multi-Media Messaging. The Meridian Mail system is more than adequate to support all the mailbox requirements,
Auto Attendant, Menus Trees, etc. The existing Voicemail system will not support Voice Menu. Of course, this will
not limit the ~apacity of the available Menu Trees in Auto Attendant. Callers will simply be asked to dial a digit,

The proposal shall include the manufacturer's warranty. The Contractor shall guarantee a maximum

DAMAGED OR DEFECTIVE MATERIALS
The Contractor, at no additional cost to the Owner, shall replace any damaged or defective cable or
components, unless damaged by the Owner or the Owner's contractors. Components damaged or
improperly installed by the Contractor shall be purchased and replaced by the Contractor for correct
installation, The Owner shall not replace any materials damaged or improperly installed by the
Contractor,
Cable test results must be provided to the Owner in an easily referenced printed format with electronic

WARRANTY RESPONSE
The proposal shall include the manufacturer's warranty. The Contractor shall guarantee a maximum
of 24-hour response time to repair I replace defective cable I connections. This guarantee shall apply
to all materials and installation performed under this contract. The Contractor shall provide a four-
hour response time for emergencies, as designated by the Owner.
OVERTIME
Based on the project schedule, no overtime work is anticipat6d. The Contractor should be certain to
include all anticipated charaes,
DAMAGED OR DEFECTIVE MATERIALS
The Contractor, at no additional cost to the Owner, shall replace any damaged or defective cable or
components, unless damaged by the Owner or the Owner's contractors. Components damaged or
improperly installed by the Contractor shall be purchased and replaced by the Contractor for correct
installation. The Owner shall not replace any materials damaged or improperly installed by the
Contractor.
Cable test resulls must be provided to the Owner in an easily referenced printed format with electronic
backup.

Please provide a cost proposal for the following:
1.) Delete all CA T-3 voice cabling and associated cable terminations at the main telephone room.
My initial review of the contract documents (Base Bid + Addenda) indicates a total of 66 phone outlets and
associated individual cable home-runs to the main phone room located at the far north end of the building
(Base Bid - 56 ea + Addendum #1 - 13 ea). The approximate total length of all CA T-3 cable runs is in excess
of 16,000 lineal feet. My cursory material take-off of the phone cable lengths only included a measurement
of the horizontal distances "as the crow flies" and didn't include the drop lengths down the walls or power
poles nor any waste factors - of course, your credit pricing should include all drop lengths and wastage
factors. This material deletion is antidoated to be a significant deductive amount.
2,) Add single-gang back-box eliminator with pull-string at each phone and data outlet located in new or existing
walls as indicated on drawings T-2.1 and T-2.2 dated 4/6/05.
3,) Add four (4 ea) Power Poles in Room A 115 to accommodate the Data/Phone drops indicated on drawing T-
2.1. The power poles will be located next to existing desks. Please coordinate the exact location of each
with the Project Manager.
4.) Add three (3 ea) 120VAC, 20-Amp, Quadplex 5-20R receptacles at Room B124 pursuant to Detaiis #3 and
#A on drawing 1-2.2. Coordinate final placement and location of receptacles with Technology Contractor
(TBD) and Project Manager,
5.) Add three (3 ea) 120VAC, 30-Amp, Ded. L5-30R Twist-Lock receptacles at Room B124 pursuant to Details
#3 and #A on drawing T-2.2. Coordinate final placement and location of receptacles with Technology
Contractor (TBD) and Project Manager.

6.) Add one (1 ea) Copper Ground Bus Bar at Room 8124 pursuant to Details #3 on drawing T-2.2,
7.) Add three (3 ea) 120VAC, 20-Amp, Quadplex 5-20R receptacles at existing Mezzanine Closet iocated at far
north end of building pursuant to Details #4 and #B On drawing T-2.2, Coordinate final placement and

Matt, I will provide you with two (2) copies of the new drawings (T.2.1 and T-2.2) next week when Jim in Port
Lavaca, I'd like to have your proposal by Friday, 4/15/05, Please refer to the contract Unit Price list for cable,
outlet and Dower Dole pricing. Please DO NOT PROCEED until authorization has been granted by the Owner,

A Motion was made by Commissioner Balajka and seconded by Commissioner Fritsch to approve
Amendment # 1 to the Agreement between Calhoun County and Architect for additional services
related to the Calhoun County Jail Project in the amount of $58,350 and authorize Commissioner
Balajka to sign. Commissioners Balajka, Fritsch, Finster and Judge Pfeifer all voted in favor.

ISSUES RELATING TO THE CALHOUN COUNTY COURTHOUSE RENOVATIONS
PROJECT:
Judge Pfeifer said everyone is cleaning up around the Courthouse and getting ready for the move
and the Contracts that are signed today will put us way ahead with the Renovations.
GENERAL DISCUSSION:
e
Judge Pfeifer talked about the proposed parking lot and the trees that may be removed or may
not. The Judge said that the construction of the new jail has cost us 40 parking spaces and that
he plans on putting the proposed parking lot on the next Commissioners' Court Agenda.
Commissioner Finster wanted to let everyone know that the Seadrift Road is all but destroyed
from the oil company trucks and cars will bottom out on the road.
