NOTICE OF MEETING
The Commissioners' Court of Calhoun County, Texas will meet on January 22, 2009 at
10:00 a.m. in the Commissioners' Courtroom in the County Courthouse at 211 S. Ann
Street, Port Lavaca, Calhoun County, Texas.
AGENDA
The subject matter of such meeting is as follows:
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Consider and take necessary action to award bids for Inmate Telephone services and
authorize County Judge to sign contract. (EM)
5. Award bids for fuel for Automated Card system for period January 22, 2009 to February
15, 2009. (CM)
6. Consider and take necessary action to approve specifications and authorize the County
Auditor to advertise for bids for RC250 for the period beginning March 12, 2009 and
ending June 30, 2009. Bids will be due Thursday, March 5, 2009 and considered for
award on Thursday, March 12, 2009. (CM)
7. Approve plans and specifications and authorize County Auditor's Office to advertise for
bids for the new Calhoun County Courthouse Annex II and the new Calhoun County
EMS Building. Bids will be due Thursday, March 5, 2009 and considered for award on
Thursday, March 12, 2009. (MP)
8. Consider and take necessary action on Calhoun County Library's Picturing America
, Grant (NC)
9. Consider and take necessary action on Food for Fines Month at all Calhoun County
Library Branches. (NC)
10. Consider and take necessary action on Interlocal Agreement for Fire Protection with the
City of Port Lavaca for Fire Services and authorize County Judge to sign. (MP)

payment in the amount of $26,000 and Authorize County Judge to sign. (MP)
12. Consider and tyke necessary action on Contract with American Red Cross and authorize

13. Consider and take necessary action on request from Friends of Seadrift Library to use the
Bill Sanders Memorial Park for their annual fundraiser. (KF)
14. Consider and take necessary action on 0.29 Drainage Easement situated in Outblock 39,
of the Port O'Connor Townsite Outlots according to the established map or plat of said
Townsite recorded in Volume 2, Page 1 of the Deed Records of Calhoun County, Texas.

17. Consider and take necessary action to amend the 2009 Salary Order to reclassify the two
Jail payroll descriptions: (EM)

18. Consider and take necessary action to amend the 2009 Budget to reclassify the two Jail
payroll descriptions: (EM)

The salary rates will remain the same- no changes will be made.

20. Consider and take necessary action on matter of amending the 2008 and 2009 Calhoun

21. Consider and take necessary action on FY 2009 Texas Task Force on Indigent Defense
Grant in the amount of $14,435.00 and authorize County Judge to sign. (MP)
22. Consider and take necessary action on request from TXDOT to close roads during bridge
repair. (VL)
23. Consider and take necessary action to allow Precinct #2 to deposit $100 in the 2009
budget from the sale of scrap metal. (VL)
24. Consider and take necessary action to change the date of the first Commissioners' Court
meeting in March, 2009 due to a scheduling conflict. (MP)
25. Consider and take necessary action on Local Option Percentage Homestead Exemption
for Tax Year 2009. (MP)
26. Consider and take necessary action to appoint Commissioner Court member to the De -
Go -La RC&D Board of Directors and the De -Go -La RC&D Council. (MP)
27. Consider and take necessary action to determine if arbitrage calculations should be
performed on.the County's debt service funds and authorize County Judge to complete

and sign First Southwest Company's Arbitrage Rebate Debt Service Fund Follow-up
Form.
28. Consider and take necessary action on request by D. H. Texas Development for drawdown of
cash deposit held by the County as security for infrastructure at The Sanctuary at Costa
Grande, Port O'Connor, Texas. (KF)
29. Executive Session: The Commissioners' Court shall go into Executive Session as
authorized by V.T.C.A. Government Code Chapter 551. Following is the subject matter
of the Executive Session and the Specific Section of the Open Meetings Act permitting
discussion/deliberation in Executive Session.
Section 551.071 for the purpose of private consultation between the governing body
and its' attorney when the governing body seeks the attorney's advice with respect to
pending or contemplated litigation, settlement offers, and matters where the duty of the
governing body's counsel to his client pursuant to the Code of Professional responsibility
to the State Bar of Texas conflicts with the Act.
Litigation to be discussed is Krueger V. Calhoun County.
30. Consider and take necessary action on matters discussed in Executive Session. (MP)
