2002-06-27 APPROVAL OF MINUTES e A Motion was made by Commissioner 13alajka and seconded by Commissioner Galvan that the Minutes of March 28, 2002 and April 11, 2002 meetings be approved as presented. In discussion, Commissioner Floyd stated a change is required on the March 28th Minutes. Vol. 25, page 3, third sentence of the fourth paragraph states "Commissioner Floyd said he can identify the exceptions. . . ." should be "Commissioner Floyd said he can not identify the exceptions. . . ." in regard to the LaSalle's Landing Subdivision Tax Abatement Request. Balajka Commissioner, Pct. 2 Rachael Crober Deputy County Clerk MEMORIAL MEDICAL CENTER - MONTHLY FINANCIAL REPORT e Saad Mikhail presented the monthly financial report for Memorial Medical Center. Mr. Buzz Currier, Hospital Administrator, related the items discussed at the March 28th Hospital Board meeting. The Board has accepted and approved the strategic plan for the 2003 year as presented. The management's goals, objectives and responsibilities will be submitted to the Board for approval. The Board approved the change of Dr. Caravan from aetive to courtesy medical staff as well as the proposed 2003 budget as presented and it was forwarded to the County Auditor for presentation to the Court for their consideration. Mr. Currier mentioned changes in laboratory equipment and some policies. GULF BEND CENTER - APPOINTIRE-APPOINT BOARD OF TRUSTEES ) e A Motion was made by Commissioner Balajka and seconded by Commissioner Floyd to re-appoint Annette Pfeil to the Gulf Bend Center Board of Trustees for a two-year term ending June 2004. Commissioners Galvan, Balajka, Floyd and Judge Marshall all voted in favor. 565 RESOLUTION OF. SUPPORT - REOUEST FEMA TO PIlBMI1: CONSTRUCTION OF BATHROOMS IN A-V FLOOD ZONE A Motion was made by Judge Marshall and seconded by Commissicner Galvan to request FEMA to permit the construction of bathrooms in the A through V flood zoncs and adopt a Resolution of Support concerning same. In discussion, Commissioner Flo~d q~estioned the difference the type of r09m makes in these zo~es. Judge Marshall saId this has partly to do with insurance issues and the floodpl81n. e Vote: Commissioner Galvan, Balajka and Judge Marshall all voted in favor. Commissioner Floyd opposed. RESOLUTION IN SUPPORT OF AMENDING THE NATIONAL FLOOD INSURANCE ACT Whereas, in 1968, Congress enacted the National Flood Insurance Act of 1968, Title 42, United States Code, Sec. 4001-4127; and Whereas, the next year, the State of Texas authorized counties to adopt regulations pursuant to the National Flood Insurance Act; and Whereas, the Commissioners' Court understands that these regulations are designed to require development of floodplain areas in a manner that is appropriate in light of the probability of flood damage and the desire to reduce loss due to flood. In addition, the Court understands that FEMA establishes requirements that are commensurate with acceptable social and economic use of privately owned land in relationship to the hazards of flood loss, and that such regulations do not increase the danger to human life; and e Whereas, in Calhoun County houses are constructed on pilings in A through V zones so as to lessen the negative impact of high tides and flooding associated therewith; and Whereas, there exists a need for enclosed bathrooms consisting solely of a commode and vanity built so as not to exceed 25 square feet in size to be constructed below the base flood elevation under such elevated , structures; and Whereas, the Commissioners' Court believes that the lofty goals of the National Flood Insurance Act may still be maintained even if such construction is permitted. e Now, Therefore be it Resolved that the Commissioners' Court of Calhoun County, Texas requests FEMA to approve the construction of bathrooms in the next set of regulations to be issued. Be It Further Resolved that a copy of this Resolution be spread upon the minutes of this Court and that the originals thereof be forwarded to FEMA Director Joe M. AIRPORT - APPOINTIRE-APPOINT ADVISORY BOARD MEMBERS Commissioner Balajka stated there are two Airport Advisory Board members whose terms are expiring, Norman Bouchard and Bert Haynes. He had discussed with Judge Marshall the possibility of each Commissioner appointing a board member if satisfactory with the Court, however, no action was taken to change the procedure. A Motion was made by Commissioner Balajka and seconded by Commissioner Galvan to re-appoint Bert Haynes and appoint William Wooldridge as members of the Airport Advisor Board for four-year terms. In discussion, Commissioner Floyd questioned Mr. Bouchard not being re-appointed as he thought the present board had done a good job. He also felt changing criteria of selecting members should be done before they are appointed. e Vote: Commissioners Galvan, Balajka and Judge Marshall all voted III favor. Commissioner Floyd opposed. WEST SIDE CALHOUN COUNlY NAVIGATION DISTRICT - STAGGER TERMS OF COMMISSIONERS A Motion was made by Judge Marshall and seconded by Commissioner Galvan to appoint the Commissioners of the West Side Calhoun County Navigation District for 567 terms as follow: Walter Pilgram, Jr. for a two year term and both Teddy Hawes and Jack Campbell, Jr. for a one year term each. Commissioners Galvan, Balajka, Floyd and Judge Marshall all voted in favor. TEEX GRANT TO IMPROVE RESPONSE CAPABILITY IN EVENT OF A WEAPON OF MASS DESTRUCTION INCIDENT e No action was taken by the Court. CLOSURE OF COUNTY JAIL AND ESTABLISH TEMPORARY FACILITIES Charlie Crober, Building supervisor, determined, by measurement, the jail can hold 26 inmates. The decision of the jail feasibility study committee must be received before the jail can be brought into compliance as a booking facility. Commissioner Floyd suggested the services of an architect be enlisted to check the projects for a permanent booking facility or remodeling the jail. He recommended the architect work with the Jail Commission for requirements and also with the jail feasibility study committee. Mr. Butler will be contacted. A Motion was made by Commissioner Floyd and seconded by Judge Marshall to authorize the enlistment of services of a registered professional architect to make recommendations to repair the existing facility or construct a stand alone facility. Commissioner's Galvan, Balajka, Floyd and Judge Marshall all voted in favor. DISTRICT CLERK - MONTHLY REPORT The District Clerk presented her monthly report for May, 2002 and after reading and verifying same, a Motion was made by Commissioner Balajka and seconded by Commissioner Galvan that said report be accepted as presented. They did repairs to the road and water line. Robert Leiman, owner of the public water system and sewer system at Sunilandings Subdivision was not contacted. He wanted to make the Court aware the repairs done were safety issues.
